I like Burris, Leupold, Redfield and other steel rings.
Burris has a nice set of rings if you have a situation where you do not have enough vertical adjustment on your scope. I had this happen on a varmint gun. The set of rings uses an insert that comes in a set of varying thickness. In a few thousand's increments you can raise or lower the front or rear of a scope and the inserts adjust inside the ring to stay in alignment with the scope tube. Nice feature if you have that situation and I think it beats putting shims under the base.

You might want to consider Warne rings and bases. If it's a lightweight rifle or carbine, Talley rings are a good choice.
