Is there any way to prevent small birds and rats from getting caught or stealing the bait in my live trap?

Without knowing what you are trying to catch or type of live trap it is hard to offer advice. If the trap is a Havaheart, try putting a cover over it that extends well out to the sides, Then birds can't see the bait from above, and are less apt to hop under the cover. At least that has been my experience. The rats are another issue, can't help there.
