The short reed goes on the bottom.

I do believe on all mouth calls there is a tiny little tab at the middle of the horseshoe, on the outside ( pointing down your throat) .
that tab always goes on the bottom

Short reed goes down. But... don't hesitate to call with flipped over. Quite often you can get a different sound out of them that way. It can give you some more versatility when you need it and can't move.
