PVC pipe with screw caps at both ends.

Any kind of soft foam will do. I don't think you need it anywhere except inside the cap to protect that last guide. You can use pipe insulation or a chunk of those water noodle things that kids use in pools. If you have an old foam pillow you can use that.
The cost of PVC pipe goes up dramatically if you increase the diameter past 2-3 inches to accommodate foam on the inside. Same with fittings.

If i were to build the pvc one what should i use for padding on the inside if any?

The elkslayer is right on. The only thing I would add is a chunk of foam glued into the cap to protect the rod guide on the end. You can glue the PVC fittings to the pipe if you want but usually they hold plenty tight without glue. The nearest Home Depot or other home, garden or farm supply store should have everything you need.

you can make one cheap using PVC pipe just get pipe a pipe that has an inside diameter that will accomodate your rod and then cap the ends one end with a screw cap.

The easiest way to go is invest in one.

I will invest in one if i need to but i thought it might be nice to just make my own. I will just be using for a trip or two back to the farm pond. So nothing extremely heavy duty needed.
