    A couple years ago a Northern state tried to dip into fishing and hunting license funds for the general budget and lost USFWS funding. Does anyone remember which state that was? I ask because with budget shortfalls some states may be trying to do this again without thinking of repercussions.

      Oh, i was going to guess NJ. They are constantly robbing funds they have no business "borrowing", namely my pension.
