As far as I am concerned, the doe bleat is a common sound in deer chat and can be used year round effectively. Although it is probably most effective during the rut for drawing bucks, I hear it often as deer are trying to locate each other in the woods or even as a doe is calling to her fawn.
Just don't over use it. I've used one bleat on distant bucks before and after the rut and had them slowly work their way toward the sound, sometimes taking half an hour to get to the specific spot I was calling from. I've also stopped a running buck in his tracks 150 yards out to take a look my way.
