I had more luck hunting and spotting elk in the northwestern part of the state. Grand Junction, Craig, Eagle, Glenwood Springs, Rifle and Steamboat Springs are some of the towns.
Colorado Fish and Game Dept. should give you the best elk area as far as estimated numbers per mile.
    Best of Luck!

The San Juans in the southwest also have goo numbers.

But for many areas, it depends on the time of year and elevation. For example, the Craig area mentioned above has virtually no elk during bow seasons but is packed full during later rifle seasons.

Find a good realtor and tell them what you want. There are going to be huge variations depending on exactly what you are looking for.

I hope you are independently wealthy and can afford a couple thousand acres to hunt elk. Not much chance of having an elk herd on a 5 acre ranchette.

BucFan76, there are thousands and thousands of acres of public land in the northwestern part of the Rocky Mountain State. The Colorado Fish and Game will give you that information also.
