          Every state has the opportunity to produce big bulls. States like Utah, Arizona, Nevada, Wyoming and New Mexico manage their herds for trophy animals. Places like Idaho and Colorado manage their herds for opportunity, which is not the best trophy management.

          New Mexico is far and away the best state to apply if you are out of state; they give the biggest percentage of non-resident tags and unlike most western states, you don't have to pay for the tag unless you are drawn.

          I haven't been fortunate enough to hunt the Missouri River Breaks in Montana but that would have to be high on anyones list for an Elk hunt.

          Gila forest would be great as well.

            If you want to hunt Bull elk, COLO IS THE PLACE. The other guys may be right about "bigger" bulls but NO OTHER STATE HAS MORE ELK than Colo. and tags(bow,rifle) can be purchased over the counter, no draws for a couple of seasons.

              Colorado has got to be the best state insofar as counting on killing an elk. There might be bigger bulls elsewhere but the cost and effort also increases along with the difficulty of getting that necessary tag.

                You should hunt elk anywhere that I am NOT hunting.
                I'm with iddduckhntr. Please go to New Mexico, Arizona or British Columbia.

                  Colorado for best opportunity for a bull. New Mexico or Arizona for slim opportunity for a big 'un.
