Do yourselves a favor.
Load a snapcap, measure 20 inches beyond the face of the shell and make your cut there.
Not all BATFE agents agree on the "bolt face" measurement.
Remember, the area that holds the shell is referred to as "chamber", not "barrel"!
A a-hole agent can exclude the chamber length from the barrel length.
He may be proved wrong, but what's it gonna cost you to clear your record/name?
To me, it's just not worth the hassle.

Also there are two types of Short barrel shotguns you can own(depending on local laws) some SBS will have a $200 federal stamp and some have a any other weapon stamp that only cost $5. Do your research and re-read your state and local laws as well since they may be even more strict then their federal brethren.

Make sure it is longer not shorter. A lot of guys cut them at 18'' 1/8". Cut the barrel a little long then sand it to the finished length. You can accomplish this with a hacksaw or cut off wheel. Then a belt grinder or sander. You can find plenty of info at YouTube.
