If a rifle says that it is a .308/7.62, does that mean that it can shoot both of these rounds?

.308 Win is the U.S. name for the 7.62mm NATO. They are one and the same cartridge. Of course there are dozens of unique .30 caliber bullets loaded in this cartridge and numerous vendors of factory ammo with varying speed and energy. If your rifle is a bolt action or a pump you should be able to use anything you like. If your rifle is an auto-loader, you may have to experiment to see whether a specific load cycles properly.

no.. the .308 is different in the opposit direction the .223 and 5.56 nato rounds are. The 308 opparates at higher pressures around 61,000 c.u.p and the 7.62nato is only around 50,000. The 308 headspace is slightly shorter as well 1.630 vs 1.635 of the 7.62nato round. You may or may not be able to shoot the 7.62 in the .308 but definately not the other way round. It could cause major problems. Most 7.62 ammo is spec'd to commercial .308 now
