If one chooses to hunt high mountain country in snowy, minus temps, that's fine.
But mulies and elk can both be found in Texas in much less extreme, more pleasant conditions.
Yeah, if you want to pay someone big money to hunt them behind a high fence. I prefer no charge public hunting areas. Anyway, Texas bugs and heat are hardly conducive to "pleasant [mule deer and elk hunting] conditions." An elk carcass will rot while you're gutting it during normal Texas weather. What doesn't rot will be a feast for the maggots.

I hunted mule deer and elk on public land in Colorado (northwest of Fort Collins, SW Colorado near Bayfield, and in the Sangre De Cristo's) and in Wyoming for many years, and very rarely did it ever get below zero during the day. During some of the nights, yes. But that was not the norm.

There are alot more free range elk in Texas than you'd think.
Hunting free range elk in Texas is no different than hunting them in any of the other western states.
Hire a guide and get after it.

You're stuck in your paradigm of elk hunting.
Get your head out of your behind.
There is more than one way to skin a cat...or an elk...or a mule deer.
The high desert of the Glass Mountains out in the Big Bend offers quite a contrast to the Rockies and are every bit as challenging.

If you can't dress an elk before it spoils, don't bring your candy a$$ to Texas. We don't need a liberal, Canuck know-it-all.

I can handle minus weather just fine when hunting but you can't. And I'm the candy arse? "A lot" of "free range" elk in Texas? On public land? Where?

Bubba, what you know about hunting and fishing would just about fill a teaspoon. Expert in nothing.
