JITTERBUG drives them crazy! It imitates a critter swimming and has a unique sound and makes waves.

I am a big fan of a jig/trailer combo about 1oz setup or so.

Another alternative to go along with Clay's comment of the jitterbug is a buzzbait, I have had some of my best days fishing a buzzbait on rough windy days, the water is already moving and that buzzbait just calls them up, I have landed several bass in the 7-8lb class with a buzz bait on cold windy days.

I'd go with Mr. Twister jig twistertail w/silver blade, I used to try everything in the wind and this worked best for me.

Fish the bank the wind is blowing towards, and use a worm with a slip sinker.
Twitch it slow and keep slack out of the line.

i do love jitterbugs, but a rapala X-rap has the weight in the back that moves, EXTREMELY EFFECTIVE!!!

I love using Crankbaits on windy days. You can cast them a mile and can cover alot of area.
